How do I add someone to a claim?

GUI (recommended): /flan menu -> Edit permission group -> Add the player to the desired group. You can type their name in an anvil-like interface.

Commands: group players <add | remove> <name> <players>

Where are the configs located?

Configs can be located in the /config folder of your minecraft/server files and then under the /flan directory

How do I blacklist items/blocks/entities from other mods?

The config supports ignoring them. e.g. breakBlockBlacklist

How do I get more claim blocks?

You gain claimblocks with playtime.

How do I increase the default/max number of claim blocks?

You can adjust the claim block settings in the config file. There are options to set the default number of claim blocks and how they increase over time.

How do I disable mob/fall/other damage in admin claims?

Currently, there is no built-in feature to disable fall damage in claims. A workaround is giving players in claims resistance 5

A block/item/entity is assigned a permission I don't like/feel like doesn't fit. How do I change it?
